Poor rural residents are often denied equal protection, due process, and other constitutional rights given to every American. The application of justice in rural America is lacking in its: (1) law enforcement quality, (2) judicial process functions, and (3) participation by the poor and ethnic minorities residing within its jurisdiction. NCSL has resources for state legislatures on rural policies, including rural economic development, rural broadband, rural education, rural health and agriculture. These resources highlight research on rural America, and provide insights into the policy options states have undertaken to address the challenges facing rural communities. Community Action Since , Rural Resources Community Action has helped residents of Northeastern Washington help themselves and each other. Through education, resources and support, we offer real hope to children, seniors and families, by working to create a stronger and more stable community for us all. The Community-Based Division (CBD) grant programs provide funding to increase access to care in rural communities and to address their unique health care challenges. Most of CBD’s programs require community organizations to share resources and expertise using evidence-based models of care in networks of two or more health care services providers.
